Compliance attestation
A compliance attestation is a signed confirmation, by a named person on a stated date, that an obligation has been met.
An attestation evidences obligations that data cannot measure. A manager confirms each quarter that the guidelines were followed; a committee confirms it reviewed the policy; trustees confirm they took advice. Its value lies in a named signer, a date and the supporting evidence.
Attestations are common in mandates and pension governance. A US public pension’s standard-form agreement requires the manager to deliver a compliance certificate. UK schemes that must have a statement of investment principles also publish an annual implementation statement on how it was followed.
In Acclimetry, manual obligations are attested on a schedule and followed by the manual obligations template. An obligation is compliant while its latest attestation is approved or not yet due, then a warning as the due date nears. Once overdue it is a breach: a task ten days past due measures 10 days.
